The frame-relay service is currently under consideration by CCITT as "step 3" of ISDN packet-mode bearer services. In this service, the network switches only perform the core functions of the LAPD data link layer protocol, namely, framing, error checking and switching. This would enable easier hardware implementations of protocol handlers and higher frame handling capacity, which are crucial in high speed networks. However, this reduced functionality creates the need for a new set of real time congestion controls. In this paper, we provide a comparative analysis of various congestion control schemes which have been considered for ISDN frame-relay networks. It is shown that effective congestion controls can be developed for frame-relay networks.
