1. Introduction: The quality of the service provided to the users of a telecommunications system can be judged by a number of different measures. These include such measures as the probability of successful service completion, the probability of being blocked, or the delay experienced in receiving service. The quality of the service observed by a user of the system can be degraded due to equipment failures (reliability) or to traffic congestion (performance).
