The Nationwide Emergency Telecommunications System (NETS) is a national-level program of the National Communications system (NCS). The NCS has the charter of coordination of the planning for, and provision of, National Security and Emergency Preparedness (NSEP) for the Federal Government under all circumstances, including crisis or emergency, attack, recovery, and reconstitution. The NETS program is to be based on the Public Switched Telephone Network (PSTN) facilities and services with additional resources added for enhanced routing and security.
