It has been proposed that the LAPD data-link protocol be used for packetized data transfer on the bearer channels of ISDNs. Since LAPD allows multiplexing at layer 2, it enables networks to perform switching without having to process layer 3 headers. Among the various possible implementations of LAPD based packet mode services, of particular interest is the frame-relay implementation which is being considered by CCITT as "step 3" of ISDN packet-mode bearer services in which LAPD is not terminated by the network.
