The United States domestic telecommunications environment changed dramatically with the divestiture of the Bell System in 1984. Divestiture spurred competition, which led to a decrease in the regulation of common carriers by the Federal Communications Commission (FCC) of the United States Government. 

Meanwhile, the international arena has been as dynamic as the domestic one, due in part to a corresponding decrease in regulation of U.S. carriers by the FCC. Advanced technologies and new services have also changed the complexion of international communications. 

Fiber optic cables and digital satellite capabilities have generated a range of new services, and changed the economics for carriers in the international market.
