An Efficient SELP Coder for Low Bit Rate Speech Applications
1. Introduction: Low bit rate voice coding can provide very efficient communications capability for such applications as voice storage, narrow channel transmission, and secure telephony. In the past, however, a price had to be paid in the form of poor voice quality. As a result, bit rates in the range of 4.8 to 9.6 kb/s have not been widely employed. Stochastically Excited Linear Prediction (SELP) is an algorithm that offers robust, intelligible, good quality speech at these bit rates[1].
