Anticipatory Buffer Control and Resource Allocation for Wireless Video Streaming

In this letter, we consider the problem of resource allocation for streaming video users provided that their future average channel condition is known to some extent to the serving base station. We propose a buffer model for the video user and a two-step algorithm to adjust the buffer size to avoid the outage in the case of future undesirable channel condition or traversing an overloaded cell. As a result, the buffer is pre-loaded to play the video smoothly while consuming the least amount of radio resources. This will ensure the maximum radio resources for best effort users after prioritizing the video user.
