AT&T in a joint effort with the United States Army Laboratory Command and the United States Army Communications-Electronics Command implemented a program to reduce the life cycle costs of a piece of fielded Army equipment - the TD-660 (Multiplexer). The program was in response to the Army Undersecretary J.A. Ambrose's call to "...Bring in microelectronics technology insertion items with short-term cost pay-back...". The results did prove the merits of the above concept, along with some unexpected favorable results, at no additional cost to the Army.
