Meet our leadership team
Mike Loomis, President and CEO, Nokia Federal Solutions
Mr. Loomis is the President and CEO of Nokia Federal Solutions, leading the company’s U.S. Federal Government business. He joined Nokia through the acquisition of Alcatel-Lucent and previously served as Executive Vice President for Nokia’s webscale business. With over 25 years of experience, Mr. Loomis has worked with both private and federal customers on technology innovations. He served in the U.S. Army's 82nd Airborne Division during Desert Storm and Iraq. Mr. Loomis holds a Bachelor of Science in Engineering from Rensselaer Polytechnic Institute and an MBA from the University of New Hampshire.
Dave Peterson, Vice President of Tactical and Business Development, Nokia Federal Solutions
Mr. Peterson is the Vice President of Tactical and Business Development for Nokia Federal Solutions. Previously, Mr. Peterson founded & served as Fenix Group’s Chief Executive Officer since its inception 2016. Fenix Group merged with Nokia Federal Solutions in 2024. Prior to founding Fenix Group, Mr. Peterson founded Ridgeline International, where he also served as CEO. Before joining the private sector, Mr. Peterson served in the United States Marine Corps and in various roles within U.S federal government. He has amassed 20 years of experience in technical operations. Mr. Peterson obtained a bachelor’s degree in Business Administration from Auburn University.
Steve Vogelsang, Chief Technology Officer, Nokia Federal Solutions
Mr. Vogelsang is the Chief Technology Officer for Nokia’s Federal Division, responsible for leading the team that adapts Nokia’s portfolio to meet the U.S. Government’s mission-critical needs. He joined Nokia through the acquisition of Alcatel-Lucent and brings over 30 years of experience in IP and optical networks. Previously, Mr. Vogelsang was Vice President of Strategy and Technology for Nokia’s Network Infrastructure division. Mr. Vogelsang holds a Bachelor of Science in Computer Engineering from Carnegie Mellon University and holds two patents in network function support and communications systems.
Gerardo Marcor, Chief Financial Officer, Nokia Federal Solutions
Mr. Marcor is the Chief Financial Officer for Nokia Federal Solutions, with 25 years of experience in the telecom industry. He has held executive roles in the U.S., Latin America, and Europe, and is a member of Nokia’s North America Board of Management. Previously, Mr. Marcor served as CFO for Nokia’s CX division, leading a company-wide sales strategy and significant cost reduction efforts. Mr. Marcor holds a bachelor’s degree in Finance from Universidad Panamericana and an MBA from Southern Methodist University.
Taylor Thompson, Chief Operations Officer, Nokia Federal Solutions
Mr. Thompson serves as the Chief Operations Officer at Nokia Federal Solutions, where he oversees operational strategy and execution. Before this role, he was the Chief Operating Officer at Fenix Group, a position he held since joining the company in 2017. With over a decade of experience in special operations, Mr. Thompson brings deep expertise in strategic planning, execution, and leadership. His work has earned multiple industry awards, reflecting his impact in advancing defense and technology initiatives. He previously served as Vice President of Defense Systems and held key leadership roles with U.S. government contracting organizations. Mr. Thompson earned his M.B.A. from Liberty University.
Scott Ferguson, Chief Revenue Officer, Nokia Federal Solutions
Mr. Ferguson is the Chief Revenue Officer for Nokia Federal Solutions, where he leads sales strategy and business development, advancing Nokia’s 5G, IP routing, and other Bell Labs innovations tailored to meet the mission-critical needs of the U.S. Federal Government. Previously, Mr. Ferguson held senior leadership positions at Juniper Networks and Telstra, bringing over 25 years of telecommunications experience. Before transitioning to the private sector, he served in the United States Marine Corps, deploying to Okinawa, Japan, and Cherry Point, North Carolina, and serving aboard the USS Wasp.
Jacqueline Lampert, Chief Marketing Officer, Nokia Federal Solutions
Ms. Lampert is the Chief Marketing Officer for Nokia Federal Solutions, where she leads the marketing strategy to strengthen the brand’s presence in the U.S. Federal market. She brings over 15 years of marketing experience, having previously served as head of marketing and communications at Avantus Federal, where she led rebranding efforts and key campaigns. Earlier, she worked at ARINC, focusing on social media and digital strategy. Ms. Lampert holds a Bachelor of Journalism from the University of Missouri and a Master’s in Communications from Syracuse University.
Stefan Schaner, R&D Vice President, Nokia Federal Solutions
Mr. Schaner serves as Vice President of Research and Development at Nokia Federal Solutions, where he leads innovation and technology strategy. Previously, he was Chief Innovation Officer at Fenix Group, a role he assumed after joining the company in 2017. Before transitioning to the private sector, Schaner served 15 years in the United States Army Special Forces and various roles within the federal government. He holds a degree in Zoology from Ohio Wesleyan University.
Tris Barry, Chief Security Officer and Chief of Staff, Nokia Federal Solutions
Mr. Barry is the Chief Security Officer and Chief of Staff for Nokia Federal Solutions, where he leads security operations, training, document control, and cybersecurity. As the Chief of Staff, he is involved in strategic planning, project management, and team leadership. He has extensive experience in creating and managing award-winning security programs and mentoring high-performing teams. Previously, Mr. Barry served as Director of Security and Administration for Watts Constructors and held leadership roles in security for companies including IBM and L-3. He is a U.S. Army veteran, having served in the 101st Airborne and as part of the Intelligence Community and Arlington National Cemetery’s Old Guard. Mr. Barry holds a Bachelor of Science in Business Management and is a member of the National Classification Management Society. Mr. Barry has also served on numerous corporate boards and 501c3 non-profit boards.
