Broadband access is an essential service

Increasing broadband access and usage leads to higher property values, increased job and population growth, higher rates of new business formation, and lower unemployment rates. Build America, Buy America (BABA)

The majority of the federal funding earmarked for the rural broadband initiative is subject to the Build America, Buy America Act.  Nokia has a long history of investing in America.  Nokia is the 1st company to announce plans for Buy America compliant production of network equipment critical to broadband deployments.

This is our generation’s “electrification moment” and we are rising to the challenge.

What is BABA?

BABA is a federal requirement that applies to all programs that are part of the Infrastructure Investment and Jobs Act (IIJA) including BEAD. Buy America has 2 criteria: 


Criteria #1

Equipment is manufactured in the US


Criteria #2

55% of total cost of components is US sourced

The requirements set forth by NTIA for BEAD and now adopted by other grant programs such as USDA’s ReConnect 4 and more, are a radical shift in the expectations of applicants for planning and procurement. We’re here to help.

Nokia’s commitment to rural America

In response to the stringent Build America Buy America Act regulations, Nokia has taken significant steps towards compliance. We have committed to onshoring the manufacturing of several fiber broadband products within the United States. These products have been carefully selected for their performance, cost-effectiveness, and flexibility, making them ideal choices for potential recipients of the BEAD program. The products that fall under this manufacturing plan include:

  • Optical Line Termination (OLT) card for a modular Access Node
  • A small form factor OLT
  • OLT optical modules
  • An "outdoor-hardened" Optical Network Terminal (ONT)

These Buy America compliant products are available as part of our Network-in-a-box program designed to simplify broadband deployments.
